Arunachal registers 86% success rate, Intermediate Reference Lab soon

ITANAGAR, Mar 24: TB cases in Arunachal have significantly dropped down registering about 86 percent success rate, because of rapid expansion of diagnostic facilities throughout the state.

This was informed by Dr Bamin Tada, DDHS (TB), on the sidelines of World TB Day celebration at Vivekananda Hall of RK Mission Hospital in Itanagar today.

The state has 34 designated microscopic centers and 752 directly observed treatment (DOTS) centers, apart from 13 district TB centers in identical number of districts.

Anjaw, Kurung Kumey and Dibang Valley will soon have district TB centers, informed Dr Tada, who is also the state programme officer of Revised National TB Control Programme.

He further said that in an effort to contain further spread of TB in the State, the Arunachal State Hospital, Naharlagun will soon have an Intermediate Reference Laboratory. The laboratory will have all modern facilities to carry out drug susceptibility testing and drug resistance testing.

Central Tuberculosis Division, Directorate of General Health Services has already approved for setting up of the lab.

Speaking as the chief guest of the celebration, Rama Krishna Mission hospital secretary, Swami Visweshananda appreciated the department for introduction of the RNTC in the state and the contribution made by the state’s TB officers in bringing down the number of TB patients.

He appealed to the general masses to support and contribute in making the people more aware about the menace of the Tuberculosis for living better and healthy life and to prevent the further spread of TB.

Director, Health Services Dr T Basar advocated conducting campaigns in remote areas with the active participation of society to eradicate the tuberculosis from the state.

He also informed that around 2 billion people in the world are infected with T.B and ten percent of them go on suffering during their lifetime. Countries like India, China, the Russian Federation, South Africa and Bangladesh have highest number of TB cases affecting mainly the younger generation.

Emphasizing for giving special attention to the people affected by HIV/AIDS as the number of death due to TB on HIV positive people are very high, he informed that 50 percent of total death due to TB is in Asian countries and the treatment of the victim of active T.B. patient is crucial as single victim can infect 10-15 people each year, he said.

DTO Dr PD Thongchi also called for people’s cooperation in eradicating TB from the state and urged them to be part of ‘On the move against Tuberculosis, innovate to accelerate action’.

Earlier, a rally was also taken out from Mithun Gate to the RKMH which was flagged off by the Health and Family Welfare Minister, Tanga Byaling.

Chief medical officer Dr Moji Jini, APSACS project director, Dr Emi Rumi, doctors, staff, interns and sisters from charitable homes, workers, nurses and students took part the programme.

The best DOTS providers were also felicitated and a book on DOTS update was also released during the programme.

YINGKIONG: The world TB day was celebrated in a befitting manner at Yingkiong, Upper Siang. A mass rally was taken out in which people from all walks of life took part. Deputy Commissioner Pawan Kr. Sain flagged off the day, reports DIPRO.

Libu Abraham, Lab technician DMC Yingkiong was felicitated as the best TB worker 2009-10.

As part of the day, a cleanliness drive was taken out at Upper and Lower Market of Yingkiong in which officers, DC and bazaar committees and citizens took part. The garbage in the area and the drains were cleared totally. The DC wanted that the district should be totally plastic free and urged all to discourage littering of bottles.

PASIGHAT: District TB Control Society, East Siang District organized the day at Yagrung, 17 Km away from Pasighat.

Speaking on the occasion, the Chief Guest Namuk Taloh ZPM (Bosing Bunggo) said, we can reach the goal of TB elimination by working together and strengthening partnerships. The country’s progress in controlling TB will only be sustainable if local, state, national, and international partners from all sectors of our society join resources and collaborate, he said.

The Guest of Honour Olen Taning (Anchal Chairperson, Bosing) while addressing the gathering extended his thanks to the concerned department for organizing free medical checkup and distribution of medicine at Yagrung for the first time. The World Tuberculosis Day is tailored to increase public awareness about the said disease which is still an epidemic in many regions of the world, annihilating the lives of many millions each year, Taning also added.

Siram says no to corporal punishment in schools

BANDERDEWA, Mar 24: Education Minister Bosiram Siram today called upon the school teachers not to use stick in schools rather they should treat every child as their own children.

"Teachers are the backbone of our education system without whom the dreams and aspirations of our child cannot be fulfilled. A great social responsibility rests upon you and keeping this in mind, you must render your duty with utmost sincerity and dedication and live upto the people’s expectation," Siram emphatically called upon the teaching community while inaugurating the newly upgraded Banderdewa Secondary School here today.

The State govt has decided to award performing teachers from the next year with the sole aim to improve the education scenario. A subject teacher under whom a student scores more than 60 pc mark, say Mathematics, then the teacher concerned would be awarded, Siram said.

While ruing the non-existence of a concrete education policy in the last 32 years, Siram hoped the passing of the Education Bill in the just concluded assembly session would go a long way in filling up the lacunae of education sector.

Rise up to people’s expectations

Dear Editor,

Although the legislators of West Kameng district speak of bringing development through various centrally sponsored schemes, many of schemes do lapse due to non-release of state matching shares.

It is learnt that about Rs.12 Iac, Rs.120 lac and Rs.7 lac had been sanctioned for implementing the schemes of SGSY, IAY and NREGA respectively by the central government. But, it is unfortunate that our legislators have shown no interests to arrange state matching share against the above schemes. Due to non-release of the matching share, developmental works to the tune of at least Rs. 250 cr are completely stopped. This lackadaisical attitude of our elected leaders exposes their total disloyalty to their electorates.

I appeal our elected leaders of West Kameng district to be sincere and dedicated to their duty and take full benefit of central fund by utilizing state matching shares to various central schemes from various available sources.

Why delay in declaring interview results?

Dear Editor,

It is really a matter of concerned for most of the candidates that even after conducting viva-voce test of J/T and A/T (A) more than two weeks ago, the education department has not yet declared the final result whereas other departments especially recent S.I. examination which was conducted by the Police department a week after J/T and A/T (A) viva-voce test has already declared the final result.

Delay in declaring the final merit after conducting written and viva-voce tests is not good which may be termed as red-tapism in the department.

We sincerely request the concerned authorities of the education department to declare final result within this week.

Further, we appreciate the statements made by the Arunachal Teachers’ Association (ATA). What they said were the realities about education department in the recent past. But we believe that the history will not repeat under the dynamic control of the present concerned authorities.

It is also hoped that the new Education Bill would be implemented properly. And it is true that teaching fraternity is deeply concerned about the quality education. If the Engineers commit mistake, it is cemented in the bricks. If Doctors commit mistake, it lies in the graveyard. But if Teachers commit mistake, the whole nation suffers. We think the education department does better understand this.

He also informed that his government has given priority on development of school infrastructure, like classroom, laboratory and teachers quarter. For this, the director of school education would leave for Delhi next month for getting fund, he informed.

While complimenting people of Banderdewa area on the occasion, Siram said "With the inauguration of the school, a long-felt demand of the people of here has been fulfilled". He assured the gathering that the newly upgraded school would be included in the coming education plan.

Speaking on the occasion, local MLA Nabam Rebia lauded the people of Banderdewa area for maintaining a peaceful coexistence among the people of various communities living here. He described Banderdewa a glowing example of "unity in diversity,’ where people from all religions, castes and creed living together harmoniously and peacefully and appealed to the people to maintain the same in future too.

While reposing faith on Siram as an education minister, Rebia hoped a drastic reform in the present education system would take place for the benefit of all. He also called upon the teachers of the school not to compromise with the quality of education.

Meanwhile, Rebia urged school management committee and locals to construct a classroom temporarily for the coming batch of Class nine till fund is allocated for school infrastructure. He announced Rs.10 lakh to the school which would be released as soon as MLA LAD fund is allocated. While informing about financial situation of the state govt, Rebia urged people to have patients and said govt would fulfill all genuine demands systematically on priority basis.

While taking serious note of the deforestation, he appealed to the people to plant atleast 30 saplings each in this monsoon. Regarding demarcation of the school boundary, he said that it should not be a problem and advised the school authority to pursue the matter with forest department and district administration. Earlier, BBCC (I) and BDCC (Banderdewa Development Core Committee) president Kipa Hipik, on behalf of the people of the and school, submitted a six-point memorandum to the Education Minister demanding construction of classroom for Class IX and X along with laboratory, demarcation of the school boundary, protection wall to prevent erosion in the school campus, providing playground, posting of Science and Mathematics teachers, approach road from 5/1 to school.

School Headmaster K Phassang while giving a brief note on the steady growth of the school, informed about present students and teachers’ strength. Presently, the school has Seven JTs, Six ATs and One teacher appointed under SSA.

Positive vibes grips villagers over coming of bridge at Paya

AALO, Mar 24: The people of Paya village, 8 km from Aalo, and its adjoining villages- Kugi Pomte, Gune Bane, Pobdi, Kabu, Kugi Pomse in West Siang district are jubilant at the prospect of getting their long cherished dream-a bridge over Siyom River.

PWD and UD Minister Nabam Tuki will be laying the foundation stone of the motorable Paya Bridge on April 4 next at Lek –Leyi.

“This bridge project is the dream of the people of this area since independence. Though it is delayed but it is good that now the dream has come true after many decades of waiting”, says Peken Ete, chairman, Village Development Committee of Paya.

Paya village which is located at the left bank of the Siyom river, has a suspension bridge, at present, but it do not accommodate four wheelers owing to which all goods and patients are to be carried manually.

“The project was approved by DONER in 2007-08, under NLCPR Scheme, this bridge project will not only benefit to Paya village but it will also prove as a boon to its adjoining village like - Kugi Pomte, Gune Bane, Pobdi, Kabu, Kugi Pomse etc which depends on agriculture, horticulture and other activities. This will also help economic growth of the areas”, the chairman added.

The people of these villages have extended their gratitude to the government, especially to the PWD and UD Minister Nabum Tuki and local MLA Gadam Ete for their initiatives to get the bridge project approved. The villagers also lauded MLA Gadam Ete for his initiative in formation cutting of the Pobdi to Paya road, at the same time, urging him to take early steps for soling, metalling and carpeting of the said road.

The foundation stone laying ceremony will be followed by Mopin festival at Paya where Nabam Tuki and Gadam Ete will attend as chief guest and guest of honour. PWD (Central Zone) Chief Engineer Kuru Sera is also slated to attend the functions.

DC calls for streamlining PDS in Upper Siang

YINGKIONG, Mar 24: DC Upper Siang District Pawan Kumar Sain has called for streamlining PDS in the district. In a meeting which was attended by the Administrative Officers posted in interior areas and the officials of the Civil Supply Department, DC said that the PDS distribution has to be streamlined and that the sub- allotment copy of PDS will be intimated to the entire outpost which has to be verified by them. They have also been instructed to verify the BPL, APL and AAY cards personally and distribute the BPL cards to the real and needy beneficiaries.

Deputy Commissioner further asked for monthly reports failing which their salaries will not be disbursed. He wanted that the vigilance committees be re-constituted with representatives from various political parties, administrators, officers and Bazar committees.

It was decided that Monthly meeting with the FPS owners and the Nominee (carriage contractor) will be held to sort out the various shortcomings. The DC also informed that a suggestion/ complain box have already been installed in the office of the Deputy Commissioner for the public.

DFCSO, Upper Siang Anom Apang sought co-operation from all concerned for streamlining the PDS distribution system in the district. He assured to put utmost effort for the purpose and give priority for regular supply of essential commodities. (DIPRO)

APPDSU demands check gate in railway entry point

ITANAGAR, Mar 24: All Papum Pare District Students’ Union (APPDSU) has appealed the state Govt to establish check gate in entry point of ongoing Harmutty-Itanagar railway project to prevent influx of outsiders without Inner Line Permit through this entry point.

Most of the illegal immigrants are now using this under-construction railway route to enter state Capital creating fresh problems to the district which has already overburdened with boundary dispute, APPDSU said in a release today.

Expressing concern over the law and order situation in boundary area, particularly in Tarasso, Balijan in Papum Pare and Nomorah circle in East Kameng district, the union urged the state home minister to establish an IRBn training centre in Tarasso circle as centre point to instill sense of security to over 25000 population of the three circles.

People of these three circle situated along Assam-Arunachal boundary have been facing numerous problems including boundary disputes, threat from various underground elements of neighbouring state due to poor security scenario , the union claimed adding a letter expressing willingness to donate land for the said training centre had already been submitted to police authorities.

Demanding deployment of adequate police force as immediate measures to prevent land encroachment by neighbouring people in Tarasso and Balijan circles, the union further claimed that land of Arunachalee people in Hollongi and Dollung Ramghat area have been encroached.

Only six number of IRBn personnel were deployed in Tarasso circle, the union claimed adding inadequate police force have been facing hard time to provide security to the people of these area.

It also demanded construction of Bachelor barrack for personnel at Tarasso circle. The union said few police persons posted in Tarasso outpost are now facing tough time due to lack of proper accommodation.

Workshop on preparation of pickle

ITANAGAR, Mar 24: Rural Development and Heritage Society conducted four days workshop from March 20- 23 on “preparation of pickle” at Lobi colony. 44 women from different districts took part in the workshop sponsored by Small Scale Industries Development Bank of India (SIDBI).

Various types of pickles made from bamboo shoot, meat were showcased during the workshop.

Kabak Tani, Manager, North Eastern Development Micro-Finance Institution, Itanagar Branch who attended inaugural function spoke about the various role played by rural women in family as well as village matter. He asked self help group (SHG) to play active role in spreading social awareness.

ITANAGAR, Mar 24: Kameng and Tawang District Development Society with support from Tawang District Administration, District Medical Officer, District Forest Officer, EE PHE and Secretary Tawang Monastery conducted social service at District Hospital Tawang and Tawang Monastery recently.

During the social service 50 plants have been planted.

Kharsang SHG Federation formed

ITANAGAR, Mar 24: Kharsang SHG federation was formed at New Yanman village of Kharsang circle today under the initiative of Seva Kendra, a Miao based NGO in Changlang.

The Seva Kendra also organized a training programme wherein the women SHG groups are motivated, trained to venture into new self-reliant economic activities. Altogether 40 SHG representatives from 10 SHGs of 7 villages took active participation.

Earlier, SHG members were trained in food processing under REDP on agri-horti products at Balinong village and conducted exposure tour to Balipara, MASK. They are now ready to start small venture under the guidance of the Seva Kendra.

Road accident claims a young doctor

ITANAGAR: A young Dr Nobin Dupit died after a motor vehicular accident in Anjaw district early this morning. Dr Dupit had just joined Goiliang Health Centre couple of months back. He left behind his wife and a young child.

RWD Minister Kalikho Pul expressed shock at the death of the young doctor. A native of Daporijo, Dr Dupit had endeared himself to the people of Goiliang area with his dedicated services. Dr Dupit was coming back after imparting training to the ASHA’s in a remote village when he met with an accident, he added. Terming the death an irreparable loss, Pul conveyed his condolences to the bereaved family members.

Association demands additional force

ITANAGAR: Taraso Circle Youth Association (T.C.Y.A) has requested the concerned state and district administration to immediately rush additional forces and set up camp in the area as people are feeling insecure and unsafe from encroachers from Assam.

The Association said that the Bodos have encroached and forcefully settled there.

They further requested the concern administration to immediately setup two Forest Check Post at Tarraso alleging that a group of people from Assam tried to attack a team from Arunachal with bows, arrows and knives while they were inspecting Dullung Ramghat, Taraso circle.

The Union stated that inspection was led by T.C.Y.A jointly with All Papum Poma Students Union (A.P.P.S.U), Circle officer, Z.P.M and other Panchayat leaders, Forest personal of Balijan, O.C and Police personnel of Balijan Police Station.
